Background


Brief Project Description: UNDP Indonesia will provide support to strengthen the capacity of the Ministry of Health as the Principal Recipient (PR) to manage the Global Fund to fight AIDS, Tuberculosis and Malaria grants in Indonesia for 2008.

This UNDP Indonesia’s support aims to strengthen the capacity of the PR to ensure the full and successful implementation of the remaining GFATM grants in Indonesia for AIDS, TB and Malaria. As an interim arrangement and to give the PR the necessary time to strengthen its internal mechanisms and capacities, UNDP will support the PR in fund management and financial reporting oversight, as well as provide capacity development services to national institutions, sub-recipients and other related stakeholders.

UNDP will provide capacity development services to the PR in the areas of financial management procurement, and human resource management. This arrangement is of a temporary time-bound nature and a detailed transition/exit strategy for UNDP support is envisaged. The UNDP support services are part of a joint effort by the UN Country Team to support the Government of Indonesia in the successful implementation its GFATM grants.

Duties and Responsibilities

The Provincial Finance Associate will report to the Head of Provincial Department of Health (DOH). He/she will be responsible to assist the Provincial Project Office (PPO) team in all aspects of finance, management and capacity building of local partners within the Provincial DOH. He/she will collaborate closely with the Project Management Unit (PMU) team in the Ministry of Health across the three components (AIDS, TB and Malaria).

His/her responsibilities include:

  • Coordinating day to day financial implementation and reporting;
  • Coordinate with project staffs to cover financial management and reporting; audit and financial monitoring and evaluation needs for project;
  • Assist the project office in province level for joint planning meetings involving local partners in developing an annual work plan and budget;
  • Assist the project office in province level to develop quarterly reports and plan that includes expenditure plans based on the agreed annual work plan together with the Project Managers.
  • See to that advance requests from project in province level are processed effectively upon satisfactory submission of financial report from the previous quarter;
  • Cooperates with the Project team in province level in the evaluation of project financial performance in delivering individual outputs in relation to the requested advance and budget of activities;
  • Monitor financial performance of district level and conduct capacity building regularly;
  • Establish and maintain a systematic filing system of key documents (in hard copy and soft copy) in line with audit requirements;
  • Liaise with the Procurement Divisions of any financial and procurement matters faced by the projects in province level to seek solution;
  • See to the conduct of project audit and ensure access by auditors to project documentation, personnel and institutions involved, and ensure that audit recommendations are compiled and followed up;
  • Establish administrative systems and procedures in province level to be consistent with the Project Implementation Manual (PIM) from the Ministry of Health, for the guidance of project staff, consultants and subcontractors;
  • Maintain an active file of all personnel, consultants and subcontractors under the project in province level;
  • Prepare and consolidate the travel plan, and procurement plan for the project in province level to be in harmonized with central level;
  • Maintain an updated inventory of all supplies and equipment and prepare guidelines for the proper use and maintenance of office equipment and properties to be in line with both MOH and GFATM regulation;
  • Make arrangements for the logistical requirements in training, workshops, and other project activities;
  • Performs other duties as requested

As a UNV volunteer, you are expected to promoting volunteerism and/or engaging in volunteering activities. As such you are encouraged to:

  • Strengthen your knowledge and understanding of the concept of volunteerism by reading relevant UNV and other publications and taking active part in UNV activities;
  • Get acquainted with traditional and/or local forms of volunteerism in the host community;
  • Network and build relationships with local organizations, groups or individuals and support and/or participate in local volunteering initiatives;
  • Encourage and mobilize co-workers, fellow UNV volunteers and members of the local community to play an active part in the development of their community;
  • Contribute articles/write-ups on field experiences and submit for UNV publications/websites, newsletters, press releases, etc.;
  • Initiate and/or participate in local volunteer groups. Assist them in submitting stories, experiences to the World Volunteer Web site;
  • Promote or advise local groups in the use of OV (online volunteering), or encourage relevant local individuals and groups to use OV whenever technically possible.
Required Skills and Experience

For this position, a candidate is normally expected to have:

  • Minimum graduate degree in accounting, with specialized training in audit, accounting and finance preferred;
  • Minimum 5 (five) years of increasingly responsible experience in finance/accounting, and administration and auditing;
  • Familiar with Finance/Accounting, HR and procurement rules and regulations of UNDP and government of Indonesia;
  • Working knowledge of IT applications, such as MS Word, Excel, Power Point and Internet;
  • Strong motivation and good team player;
  • Willing to travel as required;
  • Ability to work under pressure and handle multiple concurrent activities;
  • Very good communication and interpersonal skills.
This post is a UNV volunteer assignment based on the values of free will, commitment, engagement and solidarity, which are the foundations of volunteerism. The volunteer will receive a Volunteer Living Allowance (VLA) per month of Rupiahs 4,000,000 Rupias plus medical Insurance. If the volunteers will work in a province which is not their residence, they will receive in addition to the monthly living allowance and medical insurance, around Rupiahs 4.000.000 as settling-in-grant.
